The Academic Staff Colleges (ASCs) across the country were established as a result of NPE 1986 with a view to provide opportunity for in-service college and university teachers to update their professional knowledge linking to career advancement.
28 years after the establishment, the system of ASC is being revised, and is now re-named as UGC-Human Resource Development Centre (HRDC). Also, a few HRDC’s are to be recognized as Regional Centres for Capacity Building (RCCB’s), while Local Programme Planning and Management Committee (LPPMC) Regional Programme Planning and Management Committee (RPPMC) are to monitor the functioning of HRDC’s and RCCB’s, both these will be monitored by Programme Planning and Management Standing Committee (PPMSC) at the UGC level. Thus the three-tier monitor system is being introduced in the new guidelines.
ABOUT UNIVERSITY OF MYSORE
Established on 27th July 1916, University of Mysore is the sixth oldest in the country and the first in the state of Karnataka. The university was founded as a result of the efforts of the benevolent and visionary Maharaja of erstwhile Princely State of Mysore His Highness Shri Nalvadi Krishnaraja Wodeyar (1884-1940), and the Dewan Sir M. Visvesvaraya (1860-1962).
The university is now celebrating the centenary year of its existence and this was inaugurated by the President of India, Shri Pranab Mukherjee on 27th July 2015. A renowned international scientist and researcher Prof. K.S. Rangappa is currently the Vice-Chancellor under whose leadership the centenary celebrations are being held, and 103rd Indian Science Congress was hosted which the Prime Minister Shri Narendra Modi inaugurated on 3rd January 2016. The Congress was attended by 12 Nobel laureates and about 15000 delegates across the country and the world.
Located on 739 acres of picturesque land containing a sprawling Kukkarahalli lake surrounded by verdurous trees extending to an area of 261 acres, the main campus is named as ‘Manasagangotri’ – external flow of the mind – by the Poet-laureate ‘Kuvempu’, the former Vice-Chancellor, and the first ‘Jnanapeeta’ awardee. The campus houses 54 Departments, 75 Postgraduate courses and several Diploma courses. There are three Postgraduate centres – one each in Mandya, Hassan and Chamarajanagar. 218 colleges are affiliated to University where more than 1 lakh undergraduate, and about 10 thousand postgraduate students pursue higher education in addition to over 10 thousand postgraduate on the university campus.
Third time accredited by NAAC with ‘A’ grade and a score of 3.47 on a 4-point scale, University of Mysore has been awarded among others Institution of Excellence (IOE) status with 100 crores grant ; University with Potential for Excellence (UPE) with a grant of 50 crores ; Centre of Potential for Excellence in a Particular Area (CPEPA) with 4.3 crores ; Promotion of University Research and Scientific Excellence (PURSE) with 9 crores and 13 UGC/SAP departments and 4 DST-FIST supported departments.
ABOUT UGC-HRDC, UNIVERSITY OF MYSORE
Identified by UGC in 2013 for the ‘State-of-the-Art’ status, the UGC-Academic Staff College (now being renamed as Human Resource Development Centre), University of Mysore was established in July 1987 along with 44 other colleges across the country. Reviewed and ranked by NAAC in 2012 as 5th Top-ranking college among 66 colleges with 63 grade points. The UGC Review Committee which had earlier reviewed its functioning in 1997 had adjudged it as the best ASC, and had recommended the upgradation as First Order Academic Staff College. Known for the quality of its programmes, the quality of facilities, punctuality, discipline and transparency, HRDC has been organizing programmes not only for Academic Staff but also for Principals of the affiliated colleges, researches, students, and Academic Administrators.
The Human Resource Development Centre is also known for its linkage with the academia across the country, administration, industry, Media and NGO’s from where it draws Resource Persons – eminent and experienced. Until March 2016, our HRDC had conducted 335 Refresher Courses (RCs) in various subjects, 108 Orientation Programmes (OPs) and 88 other programmes. More than 22000 teaching and non-teaching have undergone training in our Centre. It has also provided 187 Reading Materials and 205 CDs/DVDs to the teacher participants who attended the Refresher Courses, Orientation Programmes and Short Term Courses. This HRDC is known for the promotion of inter-disciplinary and multi-disciplinary courses.
LOCATION AND INFRASTRUCTURE
Located on the banks of Kukkarahalli Lake amidst picturesque surroundings –a site of inspiration for many a poets and writers, including ‘Rashtra Kavi’ Kuvempu and World acclaimed novelist R.K. Narayan – the Human Resource Development Centre, Mysore offers a panoramic view of the campus. The Centre has infrastructural facilities with two lecture halls with modern teaching aids, Computer Laboratory, Wi-Fi connectivity, MOODLE-MOOCs Learning Management System and Library which has a collection of about 5100 books on various subjects. Facilities of the University Main Library which has got over 6 lakhs collections are available for the use of participants. The Academic Staff College has a full-fledged staff. There is also a separate UGC-Academic Staff College Guest House with Wi-Fi connection for the use of participants and resource persons. The University (with its own funds) has taken steps to construct a class-room-cum-mini-auditorium with state-of-the-art facility, and to modernize the existing infrastructure facilities.
ABOUT PROGRAMMES AND COURSES
UGC-HRDCs conduct three kinds of programmes, namely, (1) Orientation Programme / First Level Programme, (2) Refresher Course / Second Level Programme and (3) Short Term Course. While these courses are meant primarily for professional development, they are linked to the career advancement of in-service teachers. While OP aims at providing broader understanding of the system of higher Education and role of teachers, RC is a subject specific programme. The HRDCs also conduct a short term courses / workshops/seminars for non-teaching, academic administrators and research scholars.
Orientation Programme/First Level Programme is a multi-disciplinary chiefly intended to inculcate in the young lecturers, the quality of professional competence, right attitude and self-reliance through awareness of the social, intellectual and moral environment as well as to discover self-potential and confidence. OP is a pre-requisite for admission to Refresher Course.
In a 28 days programme, in-service university and college teachers would be oriented towards their professional development by imparting training in teaching-learning skills, pedagogy and the use of ICT. Also, the programme focuses among other things, on the importance of linkages between education and development, education and society, scientific temperament, secular values as well as on issues relating to (a) higher Education (b) ethics, gender, marginalized communities, plagiarism ; (c) environment ; (d) service matters ; (e) basic legal awareness ; (f) research methodology ; (g) soft skills and life skills ; (h) micro-teaching, etc.
Refresher Course or a Second Level Programme is a subject specific and /or inter-disciplinary programme of 21 days duration. Participation in Orientation Programme is one of the requisites to be eligible for participation in Refresher Course. The programme aims to update the participants the latest developments in the subject domain together with the inter-disciplinary nature of understanding. Distinguished resource persons are invited to deliver talks.
Short Term Course
Short Term Course 2 days to a week duration are organized for non-teaching, academic administrators, principals, heads of various departments, research scholars on issues relating to administration, e-governance, soft-skills, higher education, research methodology, use of ICT, and one-week programme on specialized areas in science, social sciences, human rights, etc.
GUIDELINES FOR RESOURCE PERSONS
As your good self is a renowned academic / scientist / professional / writer / educationist/ academic administrator/ we are happy to invite you to make it convenient to address the participants of this Orientation Programme. It is brought to your kind notice that the new guidelines stipulate submission of the advanced copies of the full content or at least a detailed abstract along with a ppt of your lectures / presentations. We will be grateful if you could kindly submit the full text or at least abstract of your talk along with ppt. The reading material given by you will be provided to the participants. Also likely to be published on our website/and with other HRDC’s in due course. OHP and Multimedia facilities are available for lecture sessions.
TA/DA AND HONORARIUM TO RESOURCE PERSONS/VISITING FACULTY
Honorarium to outstation/local resource person may be paid @ Rs 1500/- per person per session of 90 minutes subject to advanced submission of the full content or at least detailed abstract along with a ppt. Only two lectures per day will be allowed by a single resource person. This will be subject to a maximum of Rs. 6,000/- per course. Outstation resource persons may be invited only once in a programme. TA/DA will be paid as per UGC Guidelines.
TRAVEL BY TAXI/OWN CAR
If the travel is undertaken by resource persons for inter-city travel from the place of his/her residence / headquarters to the place of meeting by taxi or in own car, road mileage payable will be limited to rail fare by the highest entitled class available on that particular sector if the two stations are connected by rail. Where two stations are not connected by rail, road mileage for such a travel or part thereof will be paid at the rate as per the Central Government rules as modified from time to time. However, irrespective of the fact that two stations are connected by rail, travel by own car/taxi may be allowed at the rate as prescribed for Central Government employees or other statutory bodies whichever is higher. This concession may be allowed if the journey is not more than 400 kms.
LOCAL CONVEYANCE CHARGES FOR OUTSTATION RESOURCE PERSONS
Mileage allowance for local journey at the tour stations to outstation resource persons will not be reimbursed as the DA being paid to resource persons contains an element of traveling allowance for local journeys.
